The grant administered by the Department of Homeland Security was awarded to East Brandywine Fire Department, which worked cooperatively with Chester County Fire Services on the grant proposal. Chester County has agreed to pay $138,539 toward replacement of the regional public safety paging system to comply with the Federal Communications Commission's (FCC) narrowband mandate. The project will help ensure reliable coverage and capacity among regional, local, state, and federal first responders. "Enhancing communication capabilities during emergencies is critical to protecting our first responders and the communities they serve," Gerlach said. "Chester County Fire Services and County Emergency Services deserve a huge amount of credit for cooperating on a project that will help our volunteer first responders to continue providing excellent service and will benefit all of the residents and businesses in the County." Chester County's fire and Emergency Medical Services (EMS) protection is provided by 38 fire departments and 2 non-affiliated EMS organizations serving 73 municipalities. The 2,056 firefighters and EMS personnel, most of whom are volunteers, provide valuable emergency response to the County's 498,894 citizens, protecting their lives and properties. "Every volunteer in Chester County as well as the taxpayers will benefit in some way from this grant, "said East Brandywine Fire Company Chief Joseph Edwards. "East Brandywine Fire Company was very pleased to be asked to sponsor this grant and looks forward to the new paging system being implemented." It is only by this coordination and collaboration through a regional application that compliance and interoperability can be realized to serve and benefit a larger community, while also allowing greater purchasing power. The funding received from AFG will provide a substantial reduction in funds required to attain 100 percent implementation of the integrated countywide emergency communications plan. Specifically, the provided funding will be utilized to purchase pagers and accessories for use by first responders. The Chester County fire departments decided purchasing this communication equipment, so information and services can be exchanged directly and satisfactorily between users enabling them to operate effectively together, addresses both interoperability and compliance issues, and is a highly beneficial use of federal funds. Sat, 04 Feb 2012 17:47:39 GMT http://www.modena37.com/apps/public/news/newsView.cfm?News_ID=495 Accident Overturned/Hazmat in East Fallowfield http://www.modena37.com/apps/public/news/newsView.cfm?News_ID=494 On Friday night just before 11pm the Modena Fire Company was dispatched along with the Thorndale Fire Company for a Rescue and Medic 93 to a report of an accident with entrapment at South Caln Road and Misty Patch Road in East Fallowfield Township. Chief and Assistant 37 both arrived on scene minutes later and reported one vehicle off the road overturned with wires down investigating. Upon get to the vehicle noticed that the trucks had over turned into a water runoff creek/small body of water and the passenger compartment was submerged in water, Assistant Chief Wallace made his way into the water to check the passenger compartment of the vehicle, it was found empty. Personnel on scene then started to check the surrounding area for the operator and was later assisted by Engine 37-1 and Rescue 38 crews with TIC's (Thermal imaging Cameras). Crews also focused their attention on the Diesel fuel running out of the truck and placed booms in the creek bed downstream. With the search coming up negative it feared that the operator may have been ejected and was under the vehicle, Flings Towing arrived on scene and lifted the vehicle up to check for patients after the vehicle was in the air firefighter checked the water with poles but again the search was negative and it was then determined the operator fled the scene. After further evaluating the fluids leaking into the water it was decided to build a dam just off the main stream as it appeared that all contaminated water was isolated to the small body of water under the truck. Crews used shovels and brush rakes to make the dam cutting off the contaminates to the main stream which runs into the Brandywine Creek about a half of mile downstream. Haz-Mat 15 representative made the response to the incident and decided that what fire crews have done good enough and didn't warrant the Haz-Mat team response, Chief 15 made notification to DEP for clean up. Rescue 38 and Medic 93 were released as soon as a any patient care was ruled out at 2346. Modena units, Chester County Haz-Mat reps and Thorndale Fire police remained on scene until vehicle could be removed and addition clean up of debris could be done, all units cleared the scene and opened the road at 0214. City fire and EMS arrived on scene a immediately went available, Modena crews controled fluids and awaited the State Police for investigation before cleaning up debris. Chief 37 cleared the scene and headed for Westwood for the critique turning command over to Assistant 37, Modena crews remained onscene for an additional 30 minute waiting for State Police to conclude their investigation. Engine 37-2, Ambulance 37-2 made the responded while en-route were notified that they had reports of entrapment. The incident was re-dispatched adding Rescue 44 and Medic 93, Rescue 44, Tac 44, Ambulance 44, Traffic44 and Medic 93 all made the responses Deputy Chief Deckman from Westwood was first to arrived on scene and established "Buck Run Command". Units began extrication operations. Rescue crews then utilized the Hurst "Jaws of Life" hydraulic rescue tools as well as and air chisel and sawzall to extricate the victim. The patients was extricated by rescue crews at 1157. The patient was transported by Modena Ambulance 37-2 and Medic 93 to Paoli Memorial Hospital. Ambulance 44 also transported one patient to Paoli Memorial Hospital. The vehicle was towed away by Flings towing and all units cleared the scene. The company was contacted weeks ago to attend this party by Mikai's mom how is one of our paid EMT's during the week. Engine 37-2 make the trip to the Providence Hill Development around 330pm, on arrival at the party the crew was asked to join the party in eating pizza. After the meal the kids got on their coats and went out to look and play on the engine, the birthday boy and guest got a chance to try on helmets before posing for a few pictures. After pictures the kids headed back into the warm house to sing happy birthday and continue the party, the engine then returned to station. The troop was first greeted by Chief Dowlin who welcomed them and gave a little history of the company, the chief then turned the program over to our lady firefighters who had a whole program set up for our young guest. The program given by firefighters Tina, Liz, Brittanie, and Diana went over a little of everything from the tools we use, the equipment that keeps us safe, to fire safety materials like stop, drop, and roll, and home evacuation planning. The lady's them focused on what was needed to help the troop achieve there first aid badge. The nights ended with a tour of the station were the troop got a chance to sit in the apparatus and meet some of the other firefighters who was on station in a training session. Chief Dowlin then thanked the group leaders and our young guest for coming and let them know our doors are always open to them at any time. Chief Dowlin received an e-mail the following morning thanking him again for allowing the troop to visit. He was also asked to give Tina, Liz and the twins Brittanie, and Diana and big thank you from the girls, one of the goals of the evening was to show the there is a future for young lady's in the fire and EMS service and they were very thankful to meet a few of our best Lady's here in Modena. The Thorndale Fire Company and several other companies were operating at a working building fire in the 4300 block of Lincoln Highway at the Wedgewood Shopping Center. Engine 37-2 made the response at 1732 with a crew of six while en-route to station 38 Wedgewood Command requested an additional engine to the scene. Engine 37-2 was redirected to the scene; they were given orders to respond to the rear of the building with manpower. Engine 37-2 arrived on scene staging on the east end of the complex and it crew reported to the rear and assisted in fire ground operation. Engine 37-2 was released by Wedgewood Command at 1900 hrs. Under the grant program, $22 million will be allocated for Pennsylvania fire companies and $3 million for ambulance service units. More than 2,500 volunteer organizations took advantage of the $25 million program this year. The Modena Fire Company was awarded $12,297.83 for our Fire Grant and $5,679.61 for our Ambulance Grant. The Fire Grant will go towards the purchase of new SCBA bottles. The Ambulance Division grant will help purchase a EMS bay decontamination unit. The base award amount this year to a Fire Company was $9,500. However, additional funds were granted to Fire Companies who had Nationally Certified firefighters on their roster. For this, we received $2,797.83 in bonus funds for our training levels. This grant program is a great asset to all Fire and Ambulance companies throughout the Commonwealth of Pennsylvania and we would like to thank State Fire Commissioner Mann and his staff for their assistance in providing this program annually to our volunteers. Deputy Chief Dowlin responded and Chester County Fire Radio notified him of a elderly woman bedridden in the rear bed room. Deputy Chief Dowlin and EMS Deputy Chief Collin arrived on scene within minutes of the dispatch, they found a smoke condition inside once making their way to the kitchen found flame blowing out of the stove. The chief's attempted to extinguish the fire using fire extinguisher from the East Fallowfield Police car but the fire progressed quickly and were no match for the small extinguisher, both Chief's turned their attention get the elderly woman out of the home witch they did very quickly. Engine 37-2 was first to arrive followed by Engine 38 crews deployed a hand line into the residents knowing the fire down. Ground ladders were thrown to the roof, and crew made their way to the attic to check for extension. Positive pressure fan was placed in service to clear the smoke. Fire Marshals from East Fallowfield and Chester County's Fire Marshal's Office were on scene and investigated to incident. Red Cross was notified for the residents as the home was no unlivable. Belfor was called to the scene to board up broken out windows. Ansonia contacted the company shortly after seeing the article on Fenton Fire website which was placed on Wednesday December 21st. Chief Lee from Ansonia made contact and after a few question offered to send a deposit on the truck to hold it until a few members could come inspect the unit, these member would be bring check in hand and looking to take the unit home if everything checked out. Tac 37 was placed out of service on Tuesday morning and taken to Metropolitan to have the radio's removed, after returning to station crews stripped the unit of its equipment before sending it over to Joe's Detailing where the unit was de-lettered. After a short inspection and ride to a hydrant to operate the pump we are pleased to announce that the Ansonia Volunteer Fire Company is the new home for the soon to be replaced 1994 mini pumper. The 1994 Tac unit was originally purchased in 1996 from American Royal and salesman Miles Arnold III after be used as a demo for a short time. The Tac unit served the company well until Tuesday of this week. After transferring title and getting temp tags the members of the Ansonia Volunteer Fire Company headed for the turn pike to face another 500 miles ahead of them. Around 11pm Friday night we received an e-mail that the truck and everyone made it home safely after nine hours. The Modena Fire Company would like to thank the Ansonia Volunteer Fire Company and Chief Lee for their quick response to the add and wish them the best of luck with the truck. Residents of Modena, South Coatesville, East Fallowfield, and parts of Newlin, West Marlbough have been seeing Santa ride a Modena fire truck past their homes for the past 30 plus years on Christmas Eve. Some residents even told us that this company tradition has become a tradition for their families, some say it don't fell like Christmas until they see Santa on that truck, and a few even said there kids won't go to sleep until Santa rides by and say to go to bed. For company members this has become a yearly tradition that was started before most of the active crew can even remember but is one tradition that will never change. The evening starts around 3pm and for four hours crews travel around the district handing candy and stuffed animals out to the excited children in the area. This year crews returned to a nice warm meal before returning home to their own families. Keeping this tradition alive again shows the unselfishness of the companies volunteers putting the residents before their own families on Christmas Eve. We would like to thank the residents for your kindness and gifts throughout the night and hope we made your Christmas a special one. This year we were overwhelmed by the amount of children throughout the district and our 800 bags of candy went quick, we would like to apologize the any resident that didn't receive a gift from use and we promise to make it up to you next year. While standing by at station 1-39 the crew enjoyed playing some pool and just sitting around talking about the past and how the good old days worked. On Tuesday, December 20, 2011, fire company members Belle Devault and Mary Ann Corle were honored for their efforts in completing the 140 hour EMT course that began in August of this year. The night was opened up with a few words from EMS Training Coordinator Rob Linnenbaugh and ALS Coordinator Harry Moore, Director Ed Atkins,and the keynote speaker Leo Scaccia, all of these speakers mentioned these words many times throughout the evening, "hard work", "dedication" and "determination". That is exactly what they did; they set a goal, they worked hard and they were determined to succeed. Thu, 22 Dec 2011 10:27:16 GMT http://www.modena37.com/apps/public/news/newsView.cfm?News_ID=482 Fire Alarm Detects Kitchen Fire http://www.modena37.com/apps/public/news/newsView.cfm?News_ID=481 On Saturday, December 10th, 2011 the Modena Fire Company was dispatched at 1850 along with an Engine from the Westwood Fire Company for a fire alarm activation in the 800 block of Doe Run Road in East Fallowfield Township. Deputy Chief Deckman of Westwood was the first to arrive on the scene at 1857 and noted nothing visible showing from the exterior of the home. While conducting a walk around of the home, Deputy Chief Deckman detected an odor of something burning and a slight haze visible through the windows. Modena Chief Perine arrived on the scene and requested an immediate response from the East Fallowfield Police Department, as forced entry would be required due to no residents being home. Just as firefighters were preparing to gain entry, the homeowner returned home following a notification from the alarm company that there was an activation. As firefighters entered the home, a significant amount of smoke was emanating from the kitchen. A quick investigation determined that unattended cooking was the cause of the alarm system activation. Firefighters from Modena and Westwood set up fans to ventilate smoke from the home. Following the ventilation process, all units cleared the scene at 1926. Awaiting his arrival were all the families, and friends of the borough's officials, and employees. After Santa's arrival he took time hear the wish list of all the children big and small as the kids sat on Santa's lap they received a early gift from his elf's. This parade is the one tradition that the City of Coatesville has keep going over all the years. This year's parade will go down as one of the best. The following are just some groups participating in this year's parade Coatesville School ROTC, Coatesville Red Raider marching band, Coatesville Football team, several Elementary Schools, mummers, church groups, boy scout clubs, motorcycle clubs, many tow truck companies, many sports mascots, many politicians, and the big man himself Santa. Many people come from all over to see this parade this year was no different in that the main street of Coatesville was wall to wall with people. This year Engine 37-1 won 1st Place Best Appearing Fire Apparatus, 2nd place went to Engine 76 of the VA Hospital, and 3rd place went to Engine 26-1 from the Atglen Fire Company. The soul purpose of this move was to have all of the company's hose and ladders annual test completed by the Waterway Hose and Ladder testing company. Waterway, the country's largest fire-hose testing Company. Waterway performs all aspects of the fire hose testing process to ensure safe use. Services include checking and replacing all gaskets, inspection of couplings and hose cleaning. Tac 37, Engine 37-1, and Engine 37-2 all were taken over and had all hose and ladders removed and tested. All spare hose was loaded into the traffic unit and also taken over for testing. All hose was rerolled and or packed back on the apparatus by Waterway employees. All in all the testing went well, after testing just shy or 10,000 feet of hose only 100 ft of 1 3/4 was failed and immediately placed out of service and destroyed. They also tested the company's 7 ladders and one of the failed due to a bent rung which was placed out of service and will be repaired ASAP and recertified and put back into service. Tac 37, Ambulance 37-1, and Traffic 37 all made a quick response as crews were on station at the time of dispatch. Tac 37 was first to arrive reporting a two vehicle accident with one vehicle over the embankment over turned. A quick assessment of patients was made finding all motorist out of their vehicle and sitting in a passersby vehicle. Crews assisted EMS with loading of one patient that was later taken to Paoli Trauma. The road was closed by Traffic 37 and fire police during the incident. Flings Towing arrived and removed the vehicle still on the road, Null's towing came later and removed the vehicle that was down the embankment approximately 15 to 20 feet using, using their big rotary tow truck picked the car right up out and onto a awaiting flat bed. All units cleared the scene and the road was reopened at 2036. The turkey Raffle has been a hit for guest far and near for 30 plus years. Guest enjoyed a night of fun and excitement as they purchase tickets for a chance to win a turkey. Door prize ticket and rip off tickets are also a big seller during the event. This year turkey Raffle was one of the best if not the biggest as we gave 69-14lb turkeys out on the floor tickets and another 10-16lb turkey on the yellow big turkey tickets. Food and beverages are provided to guess by the fire mothers this year menu included hot dogs, chips, pretzels, and cookies. The turkey Raffle is the biggest fund raiser the company holds ever year and we would like to thank everyone that attended to help make this year one of the best. Chief Perine made the response and was advised alarm was reported to be in the community room of the complex. Several minute later the chief was advised police on scene reporting that there was a stove fire, the fire was out but reported a smoke condition inside. Engine 37-2 and the chief arrived on scene confirming the report and holding the assignment to Engine 37-2. Crews went in service with positive pressure ventilation to clear the smoke condition. FM 101 was notified and made the response; all units cleared the scene at 1444 During the incident the EMS division was alerted to an emergency at the Triple Fresh Market in East Fallowfield Township, with being short staffed EMS Captain Plank originally on Engine 37-2 was escorted by the South Coatesville Police to Triple Fresh to complete the Ambulance crew. Students in this program cover CPR, hospital preparation, fractures, patient transportation, traumatic injuries and other hands-on tasks necessary to working as an EMT. Evaluation and prioritization of sick and injured persons is just a part of this semester-long course held by the Chester County EMS Training Institute. Belle DeVault and Mark Ann Corle have spent the every Monday and Wednesday evening for 3 hours and every other weekend for 8 hours since the end of August trying to achieve this goal. Today's class was held at the Westwood Fire Company and was the first chance for all the student to get out in some fresh air since August. The group were divided into multiple ambulance crews and were dispatched as needed. The goal was to orient the students with life-like scenarios that they will encounter as EMTs. Each group was given accidents with real patients and the Rescue team to cut the roof and doors off as needed. They then were to do patient packaging and load the patients into the ambulance. The patients were made up of class instructors and past students. A Thank You goes out to Chester County EMS Coordinator Rob Linnenbaugh and all his instructors throughout this class also the Westwood and Wagontown Fire Company for assisting the students with their Rescue equipment. Tac 37, Ambulance 37-1, Traffic 37,Medic 93, Rescue 36, and Tac 36 all made the response. Chief 36 was first to arrive on scene reporting one off the road on its roof checking on injuries, the Chief also reported one telephone pole and wires down. Chief Perine made notification to Verizon of their pole and wires down and was given no ETA. Crews used some rope to tie the pole back off the road enough to get it safely open. The truck after hitting the pole went through a fence before flipping over in a pastier, this pastier is the home of a very large bull. The bull remained off in the distance and never attempted to approach the vehicle or opening of the fence, once the truck was removed caution tape was strung across the opening of the fence and the owner was notified of the problem. The bridge is located on Frog Hollow Road in East Fallowfield Township, it was a back road scenic route that linked motorist to Route 82 in West Marlborough Township. Without the bridge motorist will be force to go out Strasburg Road to Buck Run Rd to Route 82 or Smaller vehicles could use Doe Run Church Road. A lost tractor trailer well over the posted 3 ton weight limit decided to try their luck crossing the bridge, unfortunately he cause severe damage to the bridge initially closing the road for the day. Officials immediately contacted some engineers how spent the day at the bridge checking it structural integrity, unfortunately the bridge was determined unsafe and was closed to motorist. The fate of the bridge will be determined by officials and later date. The Modena Fire Company wants everyone to know that Smoke Alarms (Detectors) can save lives when operating properly. There are many types, however most smoke alarms are battery operated or have battery backup features. It is important to test your alarms each month to assure that they are in working order. We also need to be sure the battery has adequate power to operate the alarm. Smoke alarms have a monitoring system for the battery and start chirping when the battery is low. All of this sounds great and fool proof; however several lives were lost due to non-working smoke alarms. Many were found without batteries in them. The Reason? Maybe someone took the battery for a game or radio, or removed the battery to stop the chirping or maybe they were going to replace it and forgot. Because of these findings the program "Change Your Clock - Change Your Battery" was developed. IF everyone follows this program they should never be subject to a non-working smoke detector due to a missing or weak battery. The Action is simple and we are reminded each year at Daylight savings time. Each year we change our clocks. In the spring (March) we move them ahead one hour and in fall (November) we move them back one hour. Each time we do this we need to change the battery in all the smoke alarms. If a specific battery type is recommended then that's the one to use. Whether one is recommended or not, always be sure you are purchasing a fresh battery. Always check the dates on the battery. IMPORTANT NOTE: The life of a smoke detector is 10 years. If your detector is 10 years old or older, it should be replaced.
